- Ein Pflanzengesundheitszeugnis (PGZ) ist ein Dokument, das beim Warenverkehr mit Drittländern den EU-Pflanzenpass ersetzt. Es bestätigt, dass eine Warensendung die pflanzengesundheitlichen Einfuhranforderungen eines Landes erfüllt. Es wird nach dem Internationalen Pflanzenschutzübereinkommen für die meisten Pflanzen, Pflanzenerzeugnisse und weitere geregelte Gegenstände, die international gehandelt werden, eingesetzt. Ausgestellt wird ein Pflanzengesundheitszeugnis auf Antrag bei dem Pflanzenschutzdienst des zuständigen Bundeslands des Ursprungslands der Ware. Die Sendungen werden durch Mitarbeiter der Pflanzenschutzdienste, sogenannte Inspektoren für Pflanzengesundheit, auf Verbote und Beschränkungen, sowie auf das Vorhandensein von Schädlingen, speziell Quarantäneschädlingen untersucht. Pflanzengesundheitsinspektoren weisen für diese Tätigkeit eine geeignete Qualifikation, vorzugsweise aus dem Agrar-, Gartenbau- oder Forstbereich, vor und verfügen in der Regel über eine Hochschulausbildung (Bachelor oder Master). Der Inspektor stellt letztlich das Pflanzengesundheitszeugnis aus. (de)
- Phytosanitary certification is used to attest that consignments meet phytosanitary (regarding plants) import requirements and is undertaken by an NPPO (National Plant Protection Organisation). A phytosanitary certificate for export or for re-export can be issued only by a public officer who is technically qualified and duly authorised by an NPPO (ISPM 12). A phytosanitary certificate for export is usually issued by the NPPO of the country where the plants, plant products or regulated articles were grown or processed (1). Phytosanitary certificates are issued to indicate that consignments of plants, plant products or other regulated articles meet specified phytosanitary import requirements and are in conformity with the certifying statement of the appropriate model certificate. - Un certificato fitosanitario è un certificato relativo allo stato fitosanitario dei vegetali o prodotti vegetali destinati all'esportazione. Il documento deve essere rilasciato da un'Organizzazione Nazionale per la Protezione delle Piante (NPPO) e deve essere conforme al modello previsto dalla convenzione internazionale per la protezione dei vegetali (IPPC). Il certificato fitosanitario deve essere sottoscritto da un funzionario pubblico tecnicamente qualificato e debitamente autorizzato dall'ONPV del Paese esportatore. Il certificato fitosanitario attesta che i vegetali o prodotti vegetali destinati all'esportazione sono stati ispezionati secondo procedure appropriate e sono liberi da organismi nocivi per i vegetali e conformi alla legislazione fitosanitaria del Paese di destinazione.
