Die erste Veröffentlichung einer lauffähigen Version des Programms (Phoenix 0.1) erfolgte am 23. September 2002. Etwas mehr als zwei Jahre später, am 9. Tra le altre iniziative fu lanciata una sottoscrizione con l'obiettivo di pubblicare il giorno del lancio una pagina pubblicitaria sul New York Times, che raccolse complessivamente 250.000 dollari. Nonostante una lunga campagna di testing alcuni bug abbastanza fastidiosi sono presenti nella versione 1.0 definitiva. Il più noto di questi è il bug 252371, che causa l'impossibilità di inserire una parola all'interno di un campo di testo. Per ovviare a questi problemi, nei sei mesi successivi al lancio sono uscite quattro "minor releases" (cioè aggiornamenti minori), il cui scopo era quello di risolvere i bug trovati. (it)

The codenames were chosen from these suburb names by Ben Goodger, who grew up in Auckland.
