- إحسان علي دُغرامجي (بالتركية: İhsan Doğramacı) (3 أبريل 1915 - 25 فبراير 2010): طبيب أطفال وتربوي ورجل اعمال تركي من أصل تركماني عراقي ولد في أربيل، العراق. كان دغراماجي طبيب الأطفال ومؤسس العديد من المشاريع التنموية. أسس جامعة بيلكنت، وهي جامعة خاصة رائدة وجامعة حجة تبة التي تعتبر واحدة من اعلى الجامعات العامة مرتبة في تركيا والتي تتخصص في العلوم الطبية في العاصمة التركية أنقرة، شغل منصب رئيس المجلس التنفيذي لليونيسيف، والرئيس المؤسس لمجلس التعليم العالي تركيا (YÖK)، والمدير التنفيذي ورئيس الرابطة الدولية لطب الأطفال (IPA)، وشارك في الدول المصدقة على دستور منظمة الصحة العالمية، وكان أول رئيس مجلس الأمناء في منظمة الصحة العالمية منذ عام 1985. عرضت عليه مناصب قيادة سياسية كثيرة مثل وزارة الشؤون الخارجية ورئاسة الوزراء من قبل جمال كورسل وسليمان دميرل لكنه رفض. يتحدث دغراماجي اللغات التركية والإنجليزية والفرنسية والألمانية والعربية والفارسية. قام بكتابة وتأليف أكثر من 100 مقالة علمية وثلاثة كتب زستة فصول، وشغل منصب رئيس تحرير أربعة مجلات طبية. - Professor İhsan Doğramacı (3 April 1915 – 25 February 2010) was a Turkish paediatrician, entrepreneur, philanthropist, educationalist and college administrator of Iraqi Turkmen descent born in today's Erbil, Iraq then Ottoman Empire. Doğramacı was a pediatric physician and an international leader of development. He was the founder of Bilkent University, a leading private university and Hacettepe University, one of the overall highly ranked universities in Turkey which specializes in medical sciences in Ankara, Turkey, chairman of the UNICEF executive board, founding President of the Council of Higher Education of Turkey (YÖK), executive director and president of International Pediatric Association (IPA), co-ratifier of WHO's constitution, and he had been the first president and the chairman of its board of trustees in WHO (World Health Organization) since 1985. He was offered national political leadership positions such as ministry of foreign affairs and premiership by Cemal Gürsel and Süleyman Demirel, both of which he declined. Doğramacı spoke Turkish, English, French, German, Arabic and Persian. He authored over 100 scientific articles, three books, six book chapters and served as the editor of four medical journals. (en)

Appartenente all'etnia dei turcomanni iracheni, Doğramacı era medico pediatra e leader internazionale dello sviluppo. È stato il fondatore dell'Università Bilkent, università privata di prestigio e dell'Università Hacettepe, una delle università di alto livello in Turchia specializzata in scienze mediche. È stato anche presidente del consiglio esecutivo dell'UNICEF, fondatore del Consiglio di istruzione superiore della Turchia (YÖK), direttore esecutivo e presidente dell'International Pediatric Association (IPA), co-ratificatore della costituzione dell'OMS, primo presidente e presidente del suo consiglio di fondazione dell'OMS (Organizzazione mondiale della sanità) dal 1985. Gli furono offerte posizioni di leadership all'interno della politica nazionale come il ministero degli affari esteri e il ruolo di premier da parte di Cemal Gürsel e Süleyman Demirel che, però, rifiutò.
