Vice-Admiral Sir Graham Moore (1764-1843) was a British sailor and a career officer in the Royal Navy. He was the younger brother of General Sir John Moore. Moore was born in Glasgow, Scotland, the son of the doctor and author John Moore, and Jean Simson. He entered the Navy in 1777 at the age of 13, gaining promotion to Lieutenant in 1782. He was made Post-Captain in 1794, soon after the start of the Revolutionary War, commanding the 36 gun frigate HMS Melampus from 1800, before being appointed to HMS Indefatigable in 1803.

Moore commanded the squadron of four Royal Navy frigates - Indefatigable, Medusa, Lively and Amphion - that captured a Spanish treasure fleet of four frigates - Medea, Clara, Fama and Mercedes - carrying bullion from the Caribbean back to Spain off Cadiz in the Action of 5 October 1804. Moore was then attached to Sir Robert Calder's squadron blockading Ferrol. In 1808 he served as Commodore, flying his broad pendant in the new ship HMS Marlborough in the Brazils, later being part of the North Sea fleet for several years. He received a knighthood and promotion to Rear-Admiral at the end of the war, and served on the Board of Admiralty between 1816-1820, being promoted to Vice-Admiral in 1819. He served in the Mediterranean between 1820-24, and flew his flag in HMS Impregnable (98) at Plymouth in 1839. He died in 1843, aged 79. Moore kept a detailed diary from 1784 until 1806, later published in thirty-seven volumes, which provides a unique account of his service as Lieutenant, Commander and Captain. (en)

Nombrado comandante de la fragata HMS Melampus en 1800 y en 1803 pasó a mandar la fragata HMS Indefatigable, de 44 cañones. El 5 de Octubre de 1804, mandaba la escuadra de 4 navíos que detuvo y capturó en tiempo de paz a la flotilla española mandada por el Brigadier Bustamante, que regresaba a la península desde Lima y Buenos Aires. La confrontación conocida como la batalla de Cabo de Santa María, terminó con la voladura de la fragata Mercedes, 269 españoles muertos y dos ingleses, el hundimiento de un abundante tesoro y apresamiento de un botín valorado entre 3 y 4 millones de libras de la época. Las tres fragatas españolas sobrevivientes con sus tripulaciones, fueron llevadas a la base naval de Gosport, al sur de Inglaterra. El botín fue declarado como “derechos del Almirantazgo”, en virtud de que no había declaración de guerra con España, lo que privó a Moore de hacerse con una fortuna por esta captura. Moore comandó luego el HMS Marlborough de 74 cañones en Brasil y en el mar del Nore. Sirvió en el Almirantazgo entre 1816 y 1820. Posteriormente fue destinado al Mediterráneo.
