- Die Extractive Industries Transparency Initiative (EITI) (deutsch Initiative für Transparenz im rohstoffgewinnenden Sektor) ist eine internationale Initiative unter Beteiligung zahlreicher Nichtregierungsorganisationen, Unternehmen und Staaten, die sich speziell der Transparenz der Einnahmen von Entwicklungsländern aus dem Abbau von Rohstoffen widmet. Zweck dieser Initiative ist es, die Korruption in Ländern mit Rohstoffreichtum zu bekämpfen und die sog. Good Governance zu stärken, indem man Zahlungsströme, die aus rohstofffördernden Unternehmen als Abgaben an den Staat gehen (Steuern, Royalties etc.), mit denen vergleicht, die der Staat von Unternehmen erhält. Damit soll verhindert werden, dass diese Gelder an öffentlichen Haushalten vorbeigeleitet, unterschlagen oder für irgendwelche Zwecke verwendet werden, für die aus gesamtwirtschaftlicher Sicht keine oder nur geringe Priorität besteht. Mit der Einführung des EITI-Standards im Juli 2013 wurde die Offenlegungspflicht von Regierungen und Firmen bedeutend ausgeweitet, z. B. auf Aktivitäten staatlicher Unternehmungen, Zahlungsströme für den Transport von Rohstoffen und die Verteilung an Regionen und Städte. (de)

- The Extractive Industries Transparency Initiative (EITI) is a global standard for the good governance of oil, gas and mineral resources. It seeks to address the key governance issues in the extractive sectors. The EITI Standard requires information along the extractive industry value chain from the point of extraction, to how the revenue makes its way through the government and its contribution to the economy. This includes how licenses and contracts are allocated and registered, who the beneficial owners of those operations are, what the fiscal and legal arrangements are, how much is produced, how much is paid, where the revenue is allocated, and its contributions to the economy, including employment. The EITI Standard is implemented in 55 countries around the world. Each of these countries is required to publish an annual EITI Report to disclosing information on: contracts and licenses, production, revenue collection, revenue allocation, and social and economic spending. Every country goes through a quality-assurance mechanism, called Validation, at least every three years. Validation serves to assess performance towards meeting the EITI Standard and promote dialogue and learning at the country level. It also safeguards the integrity of the EITI by holding all EITI implementing countries to the same global standard. Each implementing country has its own national secretariat and multi-stakeholder group made up of representatives from the country's government, extractive companies and civil society. The multi-stakeholder group takes decisions on how the EITI process is carried out in the country. The EITI Standard is developed and overseen by an international multi-stakeholder Board, consisting of representatives from governments, extractives companies, civil society organisations, financial institutions and international organisations. The current Chair of the EITI Board is Helen Clark, Former Prime Minister of New Zealand and former UNDP Administrator. The previous chairs have been Fredrik Reinfeldt, former Prime Minister of Sweden, Clare Short (2011-2016), former UK Secretary of State for International Development and Peter Eigen (2009-2011). - L'Initiative pour la transparence dans les industries extractives (ITIE), en anglais Extractive Industries Transparency Initiative (EITI) est une organisation internationale à but non lucratif et de droit norvégien, chargée de maintenir à jour et superviser la mise en œuvre d’une norme. Lancée en 2003, l’objectif de cette norme est d’évaluer dans quelle mesure les revenus des ressources pétrolières, gazières et minérales d’un pays sont gérées de manière transparente . L’ITIE a pour but de renforcer les systèmes gouvernementaux en accentuant la gouvernance publique et des entreprises. L’ITIE sert aussi de source d’information pour sensibiliser la population, favoriser le débat public, face au secteur extractif et à l’usage qui est fait des revenus en provenant . L’ITIE part du principe que les ressources naturelles d’un pays appartiennent aux citoyens de ce pays. Lorsque l’extraction de ces ressources est bien gérée, la richesse générée peut contribuer à développer le secteur économique et social . Cependant, si le secteur extractif souffre d’une mauvaise gestion, celui-ci peut être source de corruption et de conflit . Dans ce cadre, la Norme de l’ITIE requiert des informations sur toute la chaîne de valeur, de l’octroi des droits d’exploitation jusqu’à la redistribution des richesses. Cette norme permet de bien cerner les différents acteurs du secteur, de comprendre la gestion des opérations et à qui profite les revenus en toute transparence. La Norme est développée et sa mise en œuvre contrôlée par un conseil d’administration multipartite composé de représentants des gouvernements, des entreprises actives dans le secteur de l’extraction, d’organisations de la société civile, d’investisseurs institutionnels et d’organisations internationales. Le Groupe multipartite au sein de chaque pays participant à l’ITIE est le principal organe décisionnaire pour fixer les objectifs de l’ITIE. La Norme exige des pays membres qu’ils transmettent au Groupe multipartite de leur pays, des informations ponctuelles et exactes sur la gestion des ressources du pays. Les données doivent être compréhensibles et claires sur la façon dont sont gérés les revenus et comment ils profitent à la population. La Norme ITIE est mise en œuvre dans une cinquantaine de pays. Elle se compose d’une série d’exigences qui doivent être respectées par les gouvernements et les entreprises afin que le pays puisse être considéré comme étant « conforme à la Norme ITIE ». (fr)
