En 1890, el presidente Miguel Juárez Celman, cuñado a su vez del importante político Julio Argentino Roca, debió renunciar a raíz del golpe de Estado de 1890 que si bien fracasó militarmente lo afectó políticamente, en medio de graves denuncias de corrupción. El período conocido como la Década Infame (1930-1943), fue denominado así por los generalizados actos de corrupción que involucraron a los partidos oficialistas y opositores.​ En ese momento el senador Lisandro de la Torre se hizo célebre por denunciar los negociados de los frigoríficos ingleses y funcionarios del gobierno, ganándose el apodo del Fiscal de la Patria. Entre los casos más resonantes se encuentran los que involucraron a las empresas Baring Brothers, los ferrocarriles ingleses, la Compañía Hispanoamericana de Electricidad (CHADE) y la Compañía Ítalo Argentina de Electricidad (la Ítalo),​ los frigoríficos ingleses y las empresas y , IBM, Siemens, entre otros empresarios.
