The committee was supposed to submit its final report to the federal government on 1 February 2019. Submission of the recommended measures on social and structural development and financing of States, in which brown coal is extracted, was expected by the end of October 2018. These measures should include climate change mitigation policy measures, especially a fossil fuel phase-out plan with a target phase-out date and measures to achieve the greenhouse gas emission reduction goal by 2020 Germany has committed to. The commission's report was published in January 2019 recommending Germany to entirely phase out and shut down the 84 remaining coal-fired plants on its territory by 2038. While this was applauded as a success by some, others, including scientists and climate experts, argued that this still would not be fast enough, and that to prevent the climate from reaching an irreversible tipping point, the phase out must have happenend by 2030 already.   • La Commission pour la croissance, les mutations structurelles et l'emploi (souvent appelée Commission du charbon en Allemagne) a été créée par le gouvernement fédéral allemand le 6 juin 2018, conformément aux engagements pris lors de l'accord de coalition conclu entre l'Union démocrate chrétienne (CDU/CSU) et le Parti social-démocrate (SPD) en février 2018. La Commission devra transmettre son rapport final au gouvernement fédéral le 1er février 2019. Les mesures qu'elle recommande en matière de développement social et structurel et de financement des régions qui extraient le lignite devaient été soumises à la fin du mois d'octobre 2018. Parmi ces mesures, et dans le cadre d'une politique d'atténuation du changement climatique, la commission doit proposer un plan de sortie des combustibles fossiles, avec une date cible de sortie et des mesures pour atteindre l'objectif de réduction d'émissions de gaz à effet de serre auquel l'Allemagne s'est engagée pour 2020.
