Mail contractor, running post coaches and steamboats. He served as member of the Massachusetts Constitutional Convention of 1853. He served as president and director of the Western Railroad Corporation 1854-1867. He served as president of the Boston and Albany Railroad Co. 1868-1878, and one of the directors 1868-1880. Chapin was elected as a Democrat to the Forty-fourth Congress . He was an unsuccessful candidate for reelection in 1876 to the Forty-fifth Congress. He died in Springfield, Massachusetts, on June 10, 1883. He was interred in Springfield Cemetery. (en)
