- The Biosafety Clearing-House is an international mechanism that exchanges information about the movement of genetically modified organisms, established under the Cartagena Protocol on Biosafety. It assists Parties (i.e. governments that have ratified the Protocol) to implement the protocol’s provisions and to facilitate sharing of information on, and experience with, living modified organisms (also known as genetically modified organisms, GMOs). It further assists Parties and other stakeholders to make informed decisions regarding the importation or release of GMOs. The Biosafety Clearing-House Central Portal is accessible through the Web. The BCH is a , and information in it is owned and updated by the users themselves through an authenticated system to ensure timeliness and accuracy. (en)
- Le Centre d'échange pour la prévention des risques biotechnologiques (CEPRB) est à la fois le nom d'un portail et d'un « mécanisme international » issu du « protocole de Carthagène sur la prévention des risques biotechnologiques ». Les anglophones le nomment Biosafety Clearing-House (ou BCH). Le CEPRB comprend un portail central et une base de données centrale. Par ces moyens, il vise au minimum, à favoriser et faciliter la fourniture et l'échange d'informations relatives aux :
* organismes vivants modifiés (OVM) ; nouvelles créations d'OGM (caractéristiques, utilisés selon leur concepteur) ;
* mouvements transfrontières (licites ou illicites) d'OGM dans le monde ;
* informations utiles (scientifiques et juridiques notamment) pour la mise en œuvre du protocole de Carthagène ;
* résumés des évaluations des risques biotechnologiques faites en application de la réglementation de la partie concernée ;
* résumés des études environnementales relatives aux organismes vivants modifiés faites en application de la réglementation de la partie concernée ;
* les informations pertinentes concernant les produits dérivés d'OGM (article 20 du protocole, paragraphe 3 c). Plus généralement, il doit aider les parties à mieux respecter les obligations qui leur incombent en vertu du protocole ; avec des « principes d'exhaustivité, de transparence et d'équité, et ouvert à tous les gouvernements ».
