- Relations between Azerbaijan and the Organization for Security and Cooperation in Europe (OSCE) began whenAzerbaijan joined OSCE’s predecessor, the Conference on Security and Cooperation in Europe (CSCE), on January 30, 1992. This was the first European organization Azerbaijan joined. The CSCE transformed into the OSCE shortly afterwards in 1995. Since February 1992, the Armenian–Azerbaijani conflict has become the focus of OSCE in accordance with the principles of this organization. For this purpose, the first special mission of the OSCE was in Azerbaijan in mid-February. The main task of this OSCE Minsk Group is to adjust the Armenian–Azerbaijani conflict and to prepare a relevant document for solving the Nagorno-Karabakh conflict in a peaceful manner, and to eliminate this conflict by calling a special Minsk Conference. The group includes 11 states – Germany, United States, France, Italy, Sweden, Czech Republic, Turkey, Belarus, Russia, Azerbaijan, and Armenia. Its co-chairing function was implemented by the representative of Russia and Finland from December 1994 until 1997, and since then by the representative of Russia, the United States and France. (en)
- L'Azerbaïdjan a rejoint la CSCE (nommée OSCE depuis le 1er janvier 1995) le 30 janvier 1992. Il convient de noter qu'il s'agissait de la première organisation européenne à rejoindre l'Azerbaïdjan. Depuis février 1992, le conflit arméno-azerbaïdjanais est devenu le centre de l'OSCE, conformément aux principes de cette organisation. À cette fin, la première mission spéciale de l'OSCE s'est rendue en Azerbaïdjan à la mi-février. La principale tâche du groupe de Minsk consiste à régler le conflit arméno-azerbaïdjanais et à préparer un document pertinent pour résoudre le conflit du Haut-Karabakh de manière pacifique, et à éliminer ce conflit en organisant une conférence spéciale à Minsk. Le groupe comprend 11 États: Allemagne, États-Unis, France, Italie, Suède, République tchèque, Turquie, Biélorussie, Russie, Azerbaïdjan et Arménie. Son rôle de coprésident est assuré par les représentants de la Russie et de la Finlande à partir de décembre 1994 et par les représentants de la Russie, des États-Unis et de la France depuis 1997.
