William I, Count of Hainaut was Count William III of Avesnes, Count William III of Holland and Count William II of Zeeland from 1304 to his death. He was the son of John II, Count of Hainaut and Philippa of Luxembourg Before becoming count, he was defeated by Guy of Namur at the battle on the island of Duiveland in 1304. Guy and Duke John II of Brabant then conquered most of Zeeland and Holland, but these territories were recovered again when William became the new count in the same year.

William continued the war with Flanders until the peace of Paris in 1323, where the Count of Flanders denounced all claims on Zeeland. William had occupied most of the bishopric of Utrecht and tried to conquer Friesland but was repelled by Hessel Martena. Many of his daughters married with important rulers of Europe and he was called the father in law of Europe. The King of England and the Holy Roman Emperor were married to his daughters, while he was married to the sister of the King of France. In spite of this, as an ally of the English King, he tried to gain support of surrounding counties and duchies for an anti-French coalition. Internally, William restored order and founded new institutions, like the treasury and the chancellory. The council of the count got more responsibilities.

Le 21 mars 1322, il accorde ainsi aux habitants de Genly le privilège d’être régis par une loi conforme à celle de Mons. En 1325, il aide également la reine d'Angleterre Isabelle de France à monter une expédition contre le roi Édouard II et ses favoris, les Despencer. À l'occasion, le futur roi Édouard III est fiancée à Philippa de Hainaut. En 1327, il aide Louis de Nevers, comte de Flandre à soumettre les flamands révoltés et combat à la bataille de Cassel. En 1334, il réussit à négocier la paix entre Louis de Nevers et le duc de Brabant Jean III alors en guerre depuis deux ans. Au début de la guerre de Cent Ans il prend le parti de son gendre Édouard III, roi d'Angleterre, contre son beau-frère le roi de France Philippe VI de Valois et forme une coalition avec le roi d'Angleterre, le duc de Brabant, le duc de Gueldre, l'archevêque de Cologne et le comte de Juliers. Mais il meurt peu après.

Onder de vorsten van de Nederlanden gold Willem als de meest invloedrijke bondgenoot, door huwelijksallianties of op andere wijze; zo wordt hij wel de schoonvader van Europa genoemd. Lodewijk IV van Beieren, die zijn verkiezing tot Rooms-koning mede aan Willem te danken had, trad in 1324 in het huwelijk met diens dochter Margaretha, terwijl de jongere dochter Johanna aan de Gulikse troonopvolger werd uitgehuwelijkt. Eduard III kon zich met zijn hulp van de Engelse troon meester maken en huwde zijn derde dochter, Filippa van Henegouwen. Zelf was Willem op 19 mei 1305 gehuwd met Johanna van Valois, een zuster van de Franse koning Filips VI. Dit belette hem niet als vertegenwoordiger van de Engelse vorst op te treden bij pogingen om de vorsten in de Nederlanden tot een anti-Franse coalitie over te halen. Zijn streven naar pacificatie in het binnenland bezorgde hem bij latere geschiedschrijvers zijn bijnaam. Tijdens zijn regering werden de tresorie en de kanselarij doeltreffend ingericht, terwijl de effectiviteit van de grafelijke raad toenam. Na Willems dood trad zijn weduwe Johanna in het klooster te Fontenelle, waar zij in 1352 overleed .
