Fleet Admiral William Daniel Leahy was an American naval officer, Governor of Puerto Rico and Ambassador to France. Leahy was appointed as Chief of Staff to President Franklin D. Roosevelt in 1942 and served in that position throughout World War II, and continued under President Harry S. Truman until finally retiring in 1949. Fleet Admiral Leahy was the first U.S. military officer ever to hold a five-star rank in the U.S. Armed Forces.

Élève de l'Académie navale d'Annapolis, dont il sort en 1897, Leahy sert pendant la Guerre hispano-américaine de 1898, aux Philippines de 1899 à 1891, en Chine en 1900, au Nicaragua en 1912, à Haïti at au Mexique en 1916, puis pendant la Première Guerre mondiale, pendant laquelle il se lie avec Franklin Delano Roosevelt. Il est nommé amiral en 1936 et prend sa retraite de la marine en 1939. De 1941 à 1942, il est ambassadeur des États-Unis auprès du gouvernement de Vichy. Le président Roosevelt le rappelle plus de six mois après l'entrée en guerre des États-Unis, comme chef d'État-major particulier. Après la guerre, il exprime publiquement son désaccord sur l'emploi de la bombe atomique contre le Japon.
