In den Jahren 1988 und 1989 gab es zunehmende wirtschaftliche Probleme, sodass es zu Konflikten in der regierenden Kongresspartei kam. Aus Protest gegen Amtsmissbrauch und Korruption in der Führung von Partei und Regierung spaltete der bisherige Finanz- und Verteidigungsminister Vishwanath Pratap Singh den Reformflügel ab und gründete die Demokratische Volkspartei. Vor den Parlamentswahlen von 1989 schloss er seine Partei mit vier weiteren Mitte-Links-Oppositionsparteien zu dem Wahlbündnis Nationale Front (Rashtriya Morcha) zusammen, führte es zum Wahlsieg und löste den in einen Korruptionsskandal verwickelten Premierminister Rajiv Gandhi von der Kongresspartei ab. Nach der Spaltung seiner Partei und seinem Sturz durch ein Misstrauensvotum im Parlament musste er das Amt schon 1990 seinem innerparteilichen Gegenspieler Chandra Shekhar überlassen.
