The existing office was created in 1948 under the 1947 Constitution of the Republic of China, but soon afterwards, du Kuomintang (KMT) lost mainland China to the Communists in the Chinese Civil War, forcing the ROC government, along with its presidency, to retreat to Taiwan. The Communist Party established People's Republic of China on mainland China claiming to be the sole government of China. Vincent Siew the Vice President of the ROC is informally referred to as the "Vice President of Taiwan" (台灣副總統). For its part the PRC does not recognize the ROC government. The PRC places all official ROC titles and organisations in quotes, and in the case when quotation marks are not used, the PRC refers to the position as assistant leader of the Taiwan authorities (台灣副領導人).
