A vicar general is the principal deputy of the bishop of a diocese for the exercise of administrative authority. As vicar of the bishop, the vicar general exercises the bishop's ordinary executive power over the entire diocese and, thus, is the highest official in a diocese or other particular church after the diocesan bishop. The title normally occurs only in Western Christian churches, such as the Latin Rite of the Catholic Church and the Anglican Communion.

Selon le droit de l'Église, l'évêque lui donne une délégation de ses propres responsabilités, car il ne peut être partout à la fois. Quand l'évêque n'est pas présent, là où il est, il est "l'évêque". A la différence de l'évêque auxiliaire, qui seconde également un évêque, il reste lié à son diocèse. Les vicaires généraux ayant, par définition, une bonne expérience du fonctionnement d'un diocèse, les nouveaux évêques sont souvent choisis dans leurs rangs.
