Sims was confirmed by the Senate on May 6, 2009 and sworn in on May 8th. The Deputy Secretary is nominated by the President and confirmed by the Senate. The previous Deputy Secretary, Roy Bernardi, had served from June 2004. Other former Deputy Secretaries include Frank Keating (1990-1993), Alphonso Jackson (2001-2004), Saul N. Ramirez, Jr. , Terrence R. Duvernay, and Alfred A. DelliBovi, who was the first Deputy Secretary after the title had been changed from Under Secretary in 1990. The Under Secretary position was created with the establishment of the Department in 1966.
