En 1939-1940 Soddu fue Secretario Adjunto en el Ministerio de Guerra. En noviembre de 1940 fue enviado a Albania a tomar el mando de las fuerzas italianas en lugar del General Sebastiano Visconti Prasca, quien había demostrado que era totalmente incompetente. Soddu mismo fue relevado del mando y sustituido por el Jefe del Estado Mayor General Ugo Cavallero sólo cuatro semanas más tarde, debido a su incompetencia en el cargo.

From 1939 to 1940, Soddu was under-secretary at the Ministry of War. In November 1940 he was sent to Albania to take over command of the Italian Forces from General Sebastiano Visconti Prasca and then sacked and replaced by the Chief of the General staff Ugo Cavallero four weeks later.

Il 13 giugno 1940, subito dopo scoppio delle ostilità con la Francia e la Gran Bretagna, assunse l'incarico di sottocapo di Stato Maggiore Generale. Promosso generale d'armata, l'8 novembre 1940, durante la guerra contro la Grecia, sostituì il generale Sebastiano Visconti Prasca alla testa del Comando Superiore Truppe Albania. A causa delle sconfitta patita dalla truppe italiane tra il 22 e il 23 novembre 1940 fu dapprima affiancato al comando delle truppe, e poi sostituito, dal Capo di Stato Maggiore Generale Ugo Cavallero.
