As of 2003, the city has an estimated population of 82,939 and the density of 679.49 persons per km². The total area is 122.06 km². The city was founded on April 1, 1937. Tochigi is located on the Ryomo Line and Tobu Nikkō Line. Tochigi hosted its first film festival, the Kuranomachikado, or, Eizo Film Festival from Oct. 5-8, 2007.

Films such as An Inconvenient Truth, Tokyo Story, and Spider-Man 2 were screened at historical venues, which included an old miso factory and traditional merchant warehouses.
