Steven Leslie Kagen, M.D. (born December 12, 1949, in Appleton, Wisconsin) is a physician and politician from the state of Wisconsin. He is currently the United States Representative for Wisconsin's 8th congressional district. The district is located in the northeastern part of the state and includes Green Bay and Appleton.

Kagen avlade 1976 sin läkarexamen vid University of Wisconsin-Madison. Efter trettio års yrkesverksamma liv som läkare bestämde sig Kagen för att kandidera i kongressvalet i USA 2006. Kongressledamoten Mark Andrew Green kandiderade till guvernör men förlorade mot ämbetsinnehavaren Jim Doyle. Republikanernas kandidat i kongressvalet var John Gard, talmannen i Wisconsin State Assembly, underhuset i delstatens lagstiftande församling. Kagen vann valet med 51% av rösterna mot 49% för Gard. Kagen kandiderar till omval i kongressvalet i USA 2008. Gard är igen hans motkandidat. Fadern Marv Kagen, också en läkare, kandiderade 1966 utan framgång till USA:s representanthus.
