The joint Boards of County Commissioners created the Snohomish-Island Inter-County Rural Library District in December 1962. The library Board of Trustees selected the name Sno-Isle Libraries to reflect the common interest of providing quality library services to the residents of both counties. The library is funded by a property tax levy on all properties in the unincorporated areas of both counties, and cities that have annexed to the library district. The Sno-Isle Libraries is governed by a board of seven trustees who are appointed by the Snohomish County Council and Island County Commission to serve for seven years without compensation. The Trustees are responsible for approval of the annual budget, as well adoption of polices and regulations governing the operation of the library. The Trustees hire the Library Director.
