Lieutenant-Colonel Sir Charles Gould Morgan, 2nd Baronet (4 February 1760 – 5 December 1846), was a Welsh soldier and politician, the MP for Brecon (1787–1796) and later the County of Monmouth (1796–1831). Born to Sir Charles Morgan, 1st Baronet (originally Charles Gould) and Jane Morgan, he became a Captain in the Coldstream Guards. On retirement from the British Army to anable him to concentrate of the family estate, he became an MP for Brecon, and later the County of Monmouth.

He married Mary Margaret Stoney in 1791, with whom he had eight children. He never remarried after her death in 1808. In 1800, industrialist Samuel Homfray married his daughter Jane Morgan, and thus obtained a favorable lease of mineral land at Tredegar, where he established the Tredegar Ironworks. Morgan was succeeded by his son, Charles Morgan, 1st Baron Tredegar.
