Shimon ben Gamliel II was a Tanna of the third generation and president of the Great Sanhedrin. Shimon was a youth in Betar when the Bar Kokhba revolt broke out, but when that fortress was taken by the Romans he managed to escape the massacre. On the restoration of the college at Usha, Shimon was elected its president, this dignity being bestowed upon him not only because he was a descendant of the house of Hillel, but in recognition of his personal worth and influence.

In seiner Jugend, als der Bar-Kochba-Aufstand ausbrach, befand sich Simeon in Betar, bei der Einnahme der Festung durch die Römer gelang es ihm, dem Massaker zu entkommen. Als die Akademie in Uscha wieder geöffnet wurde, erwählte man Schimon ben Gamaliel II. als den Vorsteher der Jeschiwa. Diese Ehre wurde ihm nicht nur zuteil, weil er aus dem Hause des Hillel stammte, sondern auch aufgrund seiner Persönlichkeit und seines Charakters. Simeon selbst genoss eine Erziehung in griechischer Philosophie. Dies erklärt möglicherweise, warum seine Manuskripte sowohl in Hebräisch bzw. Aramäisch als auch in Griechisch formuliert waren. Der Überlieferung nach liegt er in Kfar Manda in Untergaliläa begraben. Während des Patriarchats des Schimon ben Gamaliel II. war das jüdische Volk bereits Gegenstand diverser Verfolgungen und Demütigungen. Dies bewog den Patriarchen zu folgender Bemerkung (Schir ha-Schirim Rabba III,3):
