On September 29, 2008, Zhang Jianqi (张建启), Vice Director of China manned space engineering, announced in an interview of China Central Television that Tiangong 1, an 8-ton "target vehicle", will be launched in 2010. Shenzhou 8, Shenzhou 9 and Shenzhou 10 are all intended to dock with it. On October 1, 2008, Shanghai Space Administration, which participate in the development of Shenzhou 8, stated that they have succeeded in the simulated experiments for the docking of Tiangong 1 and Shenzhou 8.

Als Kopplungsziel ist das ebenfalls unbemannte chinesische Raumlabor Tiangong 1 vorgesehen, welches bereits Ende 2010 starten soll. Nach erfolgreicher Kopplung werden Tests der Flugeigenschaften des unbemannten Komplexes vorgenommen und ferngesteuerte Manöver durchgeführt. Sollte der Start von Tiangong 1 nicht gelingen, käme eine Kopplung mit der bemannten Mission Shenzhou 9 in Betracht, welche ebenfalls in 2011 starten soll. Neben der Kopplung sind wissenschaftliche Experimente während der Mission geplant. Darunter soll sich auch ein Experiment der ESA zum Verhalten des menschlichen Immunsystems in der Schwerelosigkeit befinden, das von deutschen Wissenschaftlern entwickelt wurde. Im Rahmen der ersten deutsch-chinesischen Zusammenarbeit zwischen DLR und CMSEO wird ein Inkubator (BIOBOX) als Nutzlast mitbefördert, welcher 17 Experimente beherbergt. Deutsche Forschergruppen steuern insgesamt 6 Experimente bei. Die Forscher wollen unterschiedlichste Zellen, wie humanen Nervenzellen, Immunzellen, Pankreaszellen, Pflanzenzellen und Augentierchen unter Schwerelosigkeit untersuchen. Die gesamte Hardware wird von EADS-Astrium konstruiert.
