Seán Thomas O'Kelly was the second President of Ireland (1945–1959). He was a member of Dáil Éireann from 1918 until his election as President. During this time he served as Minister for Local Government (1932–1939) and Minister for Finance (1939–1945). O'Kelly served as Vice-President of the Executive Council from 1932 until 1937 and was the first Tánaiste from 1937 until 1945.

Il fut envoyé à la Conférence de la paix à Paris comme représentant du Parlement afin de gagner les sympathies des vainqueurs à la cause de l'indépendance irlandaise. Après la victoire du Fianna Fáil en 1932, il est vice-président. Il fut ministre des Affaires locales puis des Finances en 1941 à un moment où la neutralité irlandaise posait des problèmes au puissant voisin britannique. En 1945, il est élu président de l'Irlande et est réélu en 1952. Il s'adresse au Congrès américain en 1959 le jour de la saint Patrick. Représentants et sénateurs lui réservent une ovation debout. En 1959, il se retire de la vie politique. Le pape Pie XII lui a décerné la Grand Croix de l'Ordre de Saint-Grégoire-le-Grand .
