Fraser wurde in Jamaika geboren, und kam bereits als Jugendlicher in die USA. 1984 ging er auf die Florida International University wo er auch 4 Jahren blieb und Fußball spielte. In der MLS spielte er für Los Angeles Galaxie, Colorado Rapids und Columbus Crew. 1999 wurde er zum besten Verteidiger in der MLS gewählt. 1999 war er beim 3:0-Sieg der USA gegen Deutschland in der Stammelf. Er wurde aber für kein Aufgebot einer WM nominiert. Fraser war ein athletischer, technisch beschlagener Verteidiger mit viel Übersicht, der auch als Libero spielte. Zwischen 1988 und 2000 spielte er auch 27 Mal in der A-Nationalmannschaft der USA.
