Il devint Père-abbé de Saint-Vincent en 1963. Il fut élu abbé-primat de la confédération bénédictine le 29 septembre 1967 à Rome, charge dont il démissionna pour devenir archevêque de Milwaukee dix ans plus tard. Musicien et liturgiste talentueux, il est un spécialiste reconnu de chant grégorien. Le 20 septembre 1977, Paul VI le nomma à la tête de l'archi-diocèse de Milwaukee. Il fut consacré évêque le 8 novembre suivant par M Jean Jadot dans la cathédrale Saint-Jean-l'Évangéliste. Il soutint des thèses théologiques libérales tout au long de son épiscopat et dut démissionner en 2002 suite à une accusation provenant d'un ancien séminariste. Un de ses derniers gestes en tant que prélat fut de rénover la cathédrale diocésaine, ce qui fut controversé car n'étant pas conforme aux vœux du Saint-Siège.

W 1963 został koadiutorem arcyopata w swym macierzystym opactwie. 29 września 1967 został przełorzonym Konfederacji Benedyktyńskiej (ciało przywódcze całego zakonu). W 1973 wybrany na drugą kadencję. 20 września 1977 nominowany na arcybiskupa Milwaukee. Konsekracja miała miejsce w katedrze Św. Jana Ewangelisty 8 listopada, udzielił jej abp Jean Jadot. Od początku był jednym z najbardziej liberalnych biskupów amerykańskich. W 2000 skrytykowął deklarację Dominus Iesus, wcześniej doszło do skandalu wokół zabytkowej katedry, którą zaczął remontować i dopiero po protestach wiernych prace wstrzymano. Na emeryturę przeszedł w 2002 roku ale okazało się, że sprzeniewierzył prawie pół miliona dolarów, wydanych na utrzymanie swojego partnera. W wywiadzie z 2009 roku wyznał, że jest homoseksualistą i utrzymywał kontakty seksualne z wieloma partnerami.
