In 2000, it again reorganized under new management, trying to return to the original concept, of investigation of the world through photojournalism, surveys and contributions of intellectuals. According to the magazine's website, its modern readership is mainly composed of intellectuals and actors involved in social and political life. After a second bankruptcy in October 2003, employees decided to create a "Scop" (société coopérative de production) or Cooperative. Roger Martelli and Clementine Autain ensure the direction of writing, and Remi Duat is the editor in chief.

Edouard Pignon, artiste-peintre, s'occupe de la mise en page. Regards est un titre mensuel repris par le PCF en 1995, apres la disparition de Révolution, hebdomadaire (1979-1994), lui même issu de la fusion entre France Nouvelle, hebdomadaire, et la Nouvelle Critique (mensuel), tous 2 disparus en 1979. Après un deuxième dépôt de bilan en octobre 2003, onze salariés du mensuel se sont engagés individuellement - deux mois de salaires investis et emprûnt à l'Etat – et associés collectivement pour créer une « Scop ». Le journal est restructuré et le siège de la Rue Montmartre est revendu. Les salariés sont membres fondateurs du nouveau Regards; ils possèdent 51% du capital et 65% des voix. Les coopérateurs ont élu Catherine Tricot à la tête de la Scop dont elle assure la gérance. Roger Martelli et Clémentine Autain assurent la direction de la rédaction, et Emmanuelle Cosse en est la nouvelle rédactrice en chef. Regards appartient à sa rédaction. Regards est une publication qui assume son parti pris anti-libéral. Il observe de façon critique le monde contemporain. Le mensuel s'attache à repérer les phénomène sociaux et culturels de fond émergents. L'image reste prédominante, appréhendée non pas comme simple illustration du monde, mais comme un témoignage engagé.
