A reform movement is distinguished from more radical social movements such as revolutionary movements. Reformists' ideas are often grounded in liberalism, although they may be rooted in utopian, socialist or religious concepts. Some rely on personal transformation; others rely on small collectives, such as Mahatma Gandhi's spinning wheel and the self sustaining village economy, as a mode of social change. Reactionary movements, which can arise against any of these, attempt to put things back the way they were before whatever successes of the new movement(s), or prevent any such successes in the first place.
  • 改革(かいかく、reform)とは、ある対象を改め、変化させる事。革命に異なり、現時点での基本的な体制を保ちつつ、内部に変化を作ることをいう。 政治家がスローガンとして乱用する事が多く、流行語的な要素を含んでいるため、聞く側はその改革が国民の生活にとって良い物であるかどうかを見極める必要がある。とくに日本では、届出制というべきかは別にして、言ったもの勝ちの様相が強く、また、主張者とは違った意見を議論していくうちに、主張者の意見とは違った方向に進む骨抜きが生じるなど、実際の改革の内容やその影響まで吟味されることがない場合が多いだけに見極めは重要である。 また、政治家の選挙戦では、自身を「改革派」と称す一方、自身の政策に反対する勢力の事を「改革に反対する守旧勢力(抵抗勢力)」と呼ぶ等、独断と偏見に満ちたレッテルを貼るネガティブ・キャンペーンが多用される。これは、中華人民共和国における文化大革命でも見られた現象である。なお、守旧派という言葉は、文化大革命以降利用されることが多くなった言葉である。本概念の別側面を照らし出す言葉として興味深い。
  • O Reformismo é um movimento social que tem em vista a transformação política e econômica da sociedade mediante a introdução de reformas graduais e sucessivas na legislação e nas instituições já existentes. Uma reforma distingue-se dos movimentos sociais mais radicais, como movimentos revolucionários. Se as reformas não forem aceitas, podem surgir movimentos reacionários. Na segundo metade do século XX, muitas críticas foram feitas à ideologia defendida pelos teóricos neo-malthusianos. Com bases nessas críticas, teóricos de países subdesenvolvidos elaboraram a teoria reformista que afirma que os problemas sociais não são o resultado do crescimento populacional, mas sim da falta de acesso da grande parte da população às riquezas produzidas. Surgiu no ultimo quarto do seculo XIX e se difundiu entre os partidos social-democratas. Em 1954, o Reformismo proclamou como sua doutrina oficial o "Socialismo democrático", oposto ao "comunismo científico".
