He had previously served in the Assembly from 1968-1972. Caputo serves in the Assembly on the Homeland Security and State Preparedness Committee (as Vice-Chair) and on the Tourism and Gaming Committee. He has served on the Essex County Board of Chosen Freeholders since 2003.

He has served on the Essex County Board of Chosen Freeholders since 2003. Caputo represents Freeholder District 5 and serves as Freeholder Vice President. Caputo served as the Acting and Assistant Superintendent for the Essex County Schools, as the Associate Superintendent of Schools for the Orange Board of Education, and as the Assistant Superintendent of the Essex County Vocational Technical Schools. He was an elementary school teacher with the Newark Public Schools. He simultaneously holds a seat in the New Jersey General Assembly and as Freeholder. This dual position is allowed under a grandfather clause in the state law enacted by the New Jersey Legislature and signed into law by Governor of New Jersey Jon Corzine in September 2007 that prevents dual-office-holding but allows those who had held both positions as of February 1, 2008, to retain both posts. Caputo received a B.A. from Bloomfield College with a major in History and Education, and was awarded a M.A. from Seton Hall University in Educational Administration. Caputo is a resident of Belleville, New Jersey.
