In dieser Zeit war das RAI 1 Programm in der Tendenz als ein Sprachrohr der Democrazia Cristiana (und der katholischen Kirche) anzusehen, während das RAI 2 Programm in der Tendenz der PSI Partei der Sozialisten zuzuordnen war. In einigen Programmen der RAI 3 kamen im Rahmen eines investigativen Journalismus umstrittene Themen zur Sprache. Im Jahre 1999 kam es zu einer Neustrukturierung des Programms, die politische Orientierung nach links schwächte sich deutlich ab. Rai Tre ist der einzige Fernsehkanal der Rai, der eine Lokalberichterstattung anbietet, die auf die italienischen Regionen (vergleichbar mit den deutschen Bundesländern) zugeschnitten ist. Schwerpunkte sind heute außerdem Bildungsprogramme, Sportübertragungen sowie Talk- und Quizshows. Silvio Berlusconi betitelte den Kanal im Wahlkampf während eines Live-Interviews als eine "Kriegsmaschine", die es auf ihn und seine Regierung abgesehen hat und als ein "von Linken unterwanderten Sender". Rai 3 ist zurzeit auf der 4. Position, was die Zuschauerzahlen angeht. In ganz Europa ist das Programm (wie die anderen RAI-Programme auch) über den Hotbird-Satelliten mit einem Digitalreceiver unverschlüsselt zu empfangen.
