A Public Lending Right (PLR) program, is a program intended to either compensate authors for the potential loss of sales from their works being available in public libraries, or as a governmental support of the arts, through support of works available in public libraries, such as books, music and artwork. Twenty-eight countries have a PLR program, and others are considering adopting one.

Canada, the United Kingdom, all the Scandinavian countries, Germany, Austria, Belgium, the Netherlands, Israel, Australia, and New Zealand currently have PLR programs. There is ongoing debate in France about implementing one. There is also a move towards having a Europe-wide PLR program administered by the European Union. The first PLR program was initiated in Denmark in 1941, but because of the war was not properly active until 1946. The idea spread slowly from country to country and many nations' PLR programs are quite recent developments.
  • Die Bibliothekstantieme ist eine im Rahmen des Urheberrechts vorgesehene Regelung über die Vergütung von Urhebern durch Bibliotheken. Dabei müssen alle Bibliotheken rund 3-4 Cent pro Ausleihe an die Verwertungsgesellschaft Wort (VG Wort) zahlen. Der so gesammelte Betrag (rund 9 Millionen Euro pro Jahr) wird nach Abzug der Verwaltungskosten der VG Wort auf die Urheber in Form von Tantiemen ausschüttet. Diese Ausschüttung geschieht nach einem jährlich vom Deutschen Bibliotheksverband und der VG Wort festgestellten Schlüssel, der durch Auszählung der Ausleihen an ausgewählten Bibliotheken ermittelt wird.   • 公共貸与権（こうきょうたいよけん、Public Lending Right）は、図書館における資料の貸し出しに対する補償を著者に対して実施する制度である。公貸権（こうたいけん）と略されることが多い。 日本では訳語のイメージから著作権における支分権の一種と解釈されることが多いが、著作権法上の権利とせず別の法律を根拠法とする国もあり、また情報アクセスの機会保証という図書館の社会的意義から貸与を禁止する権利は含まれないことが原則とされるため、著作権法上の権利とは言い難い側面もある。
