The United Mexican States is a federation made up of thirty-one "free and sovereign states". These states constitute one federated State or Union. The federal government has exclusive jurisdiction over the Federal District, a territory which does not belong to any state but to all, as well as the islands, atolls and reefs that do not belong to any state. The Federal District is coextensive with Mexico City, capital of the federation and seat of government.
