Phil Seymour (born May 15, 1952 in Oklahoma City, Oklahoma, died Aug 17, 1993 in Tulsa, Oklahoma) was an American power pop drummer, singer, guitarist and songwriter, best known for the singles "I'm On Fire" and "Precious to Me". He had a major role in the seminal pop group Dwight Twilley Band, including co-writing many of their songs. His solo work is also highly revered among fans of the power pop musical genre.

Il y assure la batterie et une partie des chants. Après la séparation du Dwight Twiley Band en 1978, il entreprend une carrière solo. Il enregistre deux albums, « Phil Seymour » en 1980 et « 2 » en 1982, tout deux produits par Richard Podolor. Malgré des qualités reconnues, ceux-ci ne connaissent pas le succès commercial escompté. Phil Seymour devient alors batteur pour The Textones, le groupe de Carla Olson. Il meurt prématurément à 41 ans d’un cancer en 1993.
