The following season he had two more loan spells in Division Three with Bury and Scunthorpe before leaving Boro at the end of the season. He signed for Rushden & Diamonds where he was a first team regular in central defence in his two seasons with the club. Indeed he captained the side in his second season, when Rushden were ultimately relegated from League Two. On 18 July 2006 he apparently signed for Hereford United and appeared in the squad photo. On 27 July 2006 it was reported that he had returned to Rushden pending clarification of his status. Rushden's official website subsequently announced that he had returned to Hereford after an agreement was reached between the two clubs. He was mostly named on the bench for Hereford's opening matches of the season, but after a change in formation to three centre-backs he was given a run in the team. He was named joint Player of the Month for December, but for the last three months of the season he was usually confined to the bench. He rejoined Rushden at the end of May 2007. In October 2008 he was one of 8 players transfer listed following a number of poor team performances. After Gulliver's move to his local club, Corby Town broke down due to financial restraints, Phil joined Oxford City on a short term deal, before a move to Corby was finally completed as 2008 came to a close. At the first opportunity manager Graham Drury went back in for Phil who had no hesitation in signing for the Steelmen. He made his debut in the game against Rugby Town on New Years Day and has made an immediate impact on the defence which from the day he joined went 530 minutes without conceding a goal. Scored the winning goal for the Steelmen on his return to Oxford City in January 2009.
