Peter Robert Bissell was an English road and track racing cyclist, who died aged 21. Only the previous year, in 2006, he had become the Under 23 (Espoirs) Road Race Champion. Bissell began cycling aged 11 in 1997, joining the cycling club Welwyn Wheelers the following year. He attended The Nobel School in Stevenage from 1997 to 2001. Bissell began to take the sport more seriously in 2000, coming second in the under 14 omnium at the British National Track Championships.

Having achieved many cycling successes competing as a juvenile and junior, he was awarded for his efforts with the Chris Boardman Trophy in 2005, where he left for France riding for Team Cycliste Albert Bigot 79,(2005&2006) and VS Quimper (2007), Bissell was funded by the Dave Rayner Fund in 2006 and 2007. Bissell was due to return to France to continue his dream of becoming as a professional cyclist in 2008, as part of the Hennebont team. Arctic RT team manager, Rob Finch, said “Peter will be remembered for his sense of fun, will to win and dogged determination. ” Peter's sister, Laura Bissell is also a successful cyclist.
