Per Høybråten (8 March 1932 – 21 December 1990) was a Norwegian politician for the Christian Democratic Party. From 1963 to 1966 he was the chairman of the Youth of the Christian People's Party, the youth wing of the Christian Democratic Party. He served as a deputy representative to the Norwegian Parliament from Oslo during the term 1973–1977.

He was also involved in the Norwegian Association of Local and Regional Authorities, and was a member of the board of Norges Bank from 1985 to 1990. His son Dagfinn Høybråten is a more prominent politician.

Han er far til politikeren Dagfinn Høybråten, og var sønn av gårdbruker Bjarne Vilhelm Berntsen (1908-1967) og Johanne Pedersen (1905-1992).
