Sc. was an Irish Economist whose ideas developed Hibernian Economics (i.e. growth of Celtic Tiger) and had an impact on modern international economic and political theory as well as on many Irish government's policies. He dedicated his life to the development of administrative, academic, economic and business life of the Irish nation. He believed economic development and the cordination of government policy, including fiscal, social and monetary measures to invest in education and joining the European Economic Community. He is one of the fathers of modern empirical education economics in Ireland and development economics flowing from investment in science. He pursued and created enterprise and development, nationally and internationally, he channelled his energy and expertise towards the public good and the welfare of others, he contributed to and shaped academic thought and thinking in many areas. Where others saw obstacles, problems and divisiveness, Lynch saw opportunity and a synergy for development. Lynch was a leader, a man of vision, unflinching commitment and resolve, who was always harnessing the realities and possibilities which surrounded him to his broader vision and through this achieving progress and increase in welfare. In the absence of managerial initiatives driven by forward-planning, the public sector will fail to thrive - just as a private-sector enterprise would fail: some such basic insight governed the proposals for major innovations advanced by Lynch over several decades from the middle of the 20th century.
