During the April 2008 summit in Bucharest, Croatia and Albania were officially invited to join NATO. They both signed the treaty and officially joined NATO on April 1st, 2009. The key section of the treaty was Article V which committed each member state to consider an armed attack against one state to be an armed attack against all states. The treaty was created with an armed attack by the Soviet Union against Western Europe in mind, but the mutual self-defense clause was never invoked during the Cold War. Rather, it was invoked for the first time in 2001 in response to the September 11, 2001 attacks against the World Trade Center and The Pentagon in Operation Eagle Assist. In the United States, the treaty was approved by the Senate in a vote of 82 to 13 on July 21 1949.

Het werd getekend in Washington op 4 april 1949. Ter ondersteuning van het verdrag is op diezelfde datum de Noord-Atlantische Verdragsorganisatie (NAVO) opgericht. Het sleutelartikel van het verdrag is artikel 5, waarin elke lidstaat verplicht wordt om een aanval op één lidstaat te beschouwen als een aanval op alle lidstaten. Het verdrag werd gesloten als tegenwicht tegen de sovjetdreiging, maar tijdens de koude oorlog werd er nooit een beroep op gedaan. Wel deed de Verenigde Staten een beroep op dit artikel na de 11 september-aanslagen.

Wszedł w życie 24 sierpnia 1949. W stosunku do Polski pakt wszedł w życie z chwilą złożenia dokumentów ratyfikacyjnych w depozycie rządu Stanów Zjednoczonych Ameryki co nastąpiło 12 marca 1999. Dokumenty złożył minister spraw zagranicznych Bronisław Geremek. Uprzednio pakt został ratyfikowany przez Prezydenta RP Kwaśniewskiego 26 lutego 1999 na mocy upoważnienia Sejmu wyrażonego w ustawie z 17 lutego 1999. Tekst paktu został opublikowany 19 października 2000 w Dzienniku Ustaw nr 87, poz. 970. Traktat Waszyngtoński składa się z czternastu artykułów. Jego kluczowym elementem jest artykuł piąty, który mówi o tym, iż każdy atak na któregoś z członków NATO powinien być interpretowany przez pozostałe państwa członkowskie jako atak na nie same. Pomimo faktu, że artykuł ten obowiązywał przez okres zimnej wojny, kiedy państwa NATO spodziewały się ataku ze strony Związku Radzieckiego, nie został on wówczas zastosowany.
