The House of Representatives passed the bill on May 23, 2001, and United States Senate passed it on June 14, 2001; President Bush signed it into law on January 8, 2002. NCLB is the latest federal legislation that enacts the theories of standards-based education reform, which is based on the belief that setting high standards and establishing measurable goals can improve individual outcomes in education. The Act requires states to develop assessments in basic skills to be given to all students in certain grades, if those states are to receive federal funding for schools. The Act does not assert a national achievement standard; standards are set by each individual state. The Act requires that the schools distribute personal information of every student enrolled to military recruiters and institutions of higher education, unless the student opts out. Since enactment, Congress increased federal funding of education, from $42.2 billion in 2001 to $54.4 billion in 2007. No Child Left Behind received a 40.4% increase from $17.4 billion in 2001 to $24.4 billion. The funding for reading quadrupled from $286 million in 2001 to $1.2 billion.
- No Child Left Behind Act (NCLB) ist ein Bildungsgesetz, welches die Qualität der öffentlichen Schulen der Vereinigten Staaten verbessern soll. Zudem werden die am Programm teilnehmenden Schulen durch Abschnitt 9528 des Gesetzes verpflichtet, ihre Schülerlisten den Rekrutierungsbüros des Pentagon zu übermitteln. Es geht auf eine Gesetzesinitiative des US-Präsidenten George W. Bush zurück und trat im Januar 2002 in Kraft. Ziel dieses Gesetzes war es, einerseits mehr Geld in Bildung zu investieren, sowie andererseits den einzelnen Schulen mehr Verantwortung zuzusprechen. Zu diesem Zweck wurden flächendeckende Schulleistungstests eingeführt. Schulen, die bei diesen Tests schlecht abschneiden, werden sanktioniert. Ein weiteres Ziel war es, den Eltern mehr Verantwortung für die Ausbildung ihres Kindes zuzugestehen. Dies soll dadurch erreicht werden, dass man den Eltern die freie Wahl über die Schule überlässt, die ihr Kind besuchen soll. Wenn die staatliche Schule den Ansprüchen nicht genügt, können sie sich in andere staatliche Schulen mit so genannten Bildungsgutscheinen einkaufen, einen Privatlehrer engagieren oder Charter Schools besuchen. Vor allem dieser Teil des Gesetzes ist kritisiert worden, da befürchtet wird, dass durch dieses System, Geld privaten Schulen zufließt das ursprünglich zur Verbesserung der Finanzierung staatlicher Schulen vorgesehen war. Ein weiteres Ziel des Gesetzes ist es, den Zugriff des Militärs auf Daten der Schüler zum Zwecke einer Rekrutierung zu erleichtern. Das Programm ist in die Kritik gekommen, weil versprochene Finanzierungshilfen seitens der Bundesregierung ausgeblieben sind. Ebenfalls werden Zweifel an der Qualität der Testverfahren laut. Manche Lehrer befürchten, es wird mehr Zeit mit Testungsvorbereitungen verbracht als mit analytischem bzw. abstraktem Erlernen von Material.
