He finished secondary school in 1928 and entered the Azerbaijan Oil and Chemistry Institute, from which he graduated in 1931 as a mining engineer. In 1935, he was drafted into the armed forces. After completing his military service, he was appointed chief of an oilfield production department in an industrial complex in the USSR. Later, he was promoted to chief engineer, then general director.

After completing his military service, he was appointed chief of an oilfield production department in an industrial complex in the USSR. Later, he was promoted to chief engineer, then general director. He was in charge of evacuating oil industry facilities to the eastern regions in the Nazi invasion era. Then he was appointed as narkom of the oil Industry of the USSR in 1944 till 1946. Because of his success in the planning of the oil industry sector of the Soviet Union and experience in economics, he was appointed as the head of Gosplan (State Planning Committee) of the USSR twice (1955–1957, 1965–1985).

Il achève son éducation secondaire en 1928 et entre à l'Institut pétrochimique d'Azerbaïdjan, dont il sort diplômé en 1931 en tant qu'ingénieur des mines. En 1935, il est conscrit dans les forces armées. Après avoir rempli ses obligations militaires, il est nommé chef du département de production d'un champ pétrolifère dans un complexe industriel de l'URSS. Il est plus tard promu ingénieur en chef, puis directeur général. Il était chargé de l'évacuation des installations pétrolières des régions orientales au moment de l'invasion nazie. Il fut ensuite nommé narkom (commissaire du peuple) de l'industrie pétrolière d'URSS en 1944 jusqu'en 1946. En raison de ses succès dans sa planification du secteur pétrolier de l'Union soviétique et de son expérience dans le domaine de l'économie, il fut deux fois nommé à la tête du Gosplan, en 1955-1957 et 1965-1985.
