Because of his active fight against lingering remnants of segregation, Judge Scott has often been compared to two other Republican federal judges in similar circumstances, John Minor Wisdom (1905-1999) of New Orleans and Frank M. Johnson, Jr. , of Montgomery, Alabama, the latter a rival of former Alabama Governor George C. Wallace, Jr. Prior to his judicial appointment, Scott had been an attorney in private practice in Alexandria.
