The former deputy undersecretary Cevat Öneş said that the MİT suffered with each coup, as the military junta that took over the organization had its own set of priorities. In order to ensure reliability, the agency has historically recruited from relatives of existing employees. The current undersecretary, Emre Taner, says that this is no longer the case. He is credited with reducing the turf war between the MİT and the police intelligence, as well as infighting inside the MİT itself. Taner announced a restructuring of the MIT at the start of 2009. The MİT co-operates with American intelligence agencies.

Der MİT ist dem Präsidenten, dem Premierminister, dem Chef des Generalstabes sowie dem Generalsekretär des Nationalen Sicherheitsrates zur Rechenschaft verpflichtet, untersteht jedoch alleine dem Premierminister. Zur Bewältigung seiner Aufgaben ist dem MİT neben dem Recht auf unbeschränkten Zugriff auf jede staatliche Information auch volle Polizeibefugnis eingeräumt, was seine Ermächtigungen grundlegend von denen der deutschen Nachrichtendienste, die keine Polizeirechte genießen, unterscheidet. Außerdem darf der MİT mit Erlaubnis des Premierministers auch außerhalb seines Aufgabenbereiches liegende Straftaten verfolgen. Der Nachrichtendienst wird durch einen Staatssekretär (müsteşar) geleitet. Angehörige des MİT dürfen laut Gesetz Nr. 2937, §29 „in solchen Fällen, in denen es die Geheimhaltung der Mission und die Interessen des Staates zwingend gebieten“ nur mit Erlaubnis des Staatssekretärs vor anderen Behörden aussagen. Seit dem 15. Juni 2005 wird die Stelle von Emre Taner besetzt.
