En 2005, l'Alliance des forces de travail, de l'ancien président Gaafar Nimeiry a fusionné avec le Congrès national. Le Congrès national jouit d'un large support au nord du pays. Certains de ses membres ont été élus à la tête de l'Ordre des avocats et de la plupart des organisations faîtières d'agriculteurs du nord du Soudan. Le parti est représenté au sud via l'inclusion des membres du Congrès national du sud au gouvernement. La section sud du parti est dirigée par l'ancien Vice-président Moses Machar et Riak Gai Kok. Lors des élections législatives de décembre 2000, le parti remporta 355 des 360 sièges à pourvoir. L’élection présidentielle de la même année vit Omar el-Béchir réélu avec 86,6% des voix. Le Congrès national est, face au Mouvement de libération du peuple soudanais, l'une des deux parties principales aux accords de paix signés en janvier 2005 et qui doivent mettre un terme à la guerre civile.
  • 国民会議（こくみんかいぎ、英語: National Congress）は、スーダンの政党の一つ。バシール大統領の与党。イスラム主義を標榜する組織民族イスラム戦線 (NIF) に対する国際的な非難と、バシルとトゥラビの権力闘争から、軍政から民政へ移管するという体裁を整えるために1998年に政党に衣替えしたもの。 党首に相当する党議長はバシール大統領が務める。イスラム原理主義政党と考えるのが一般的だが、党政策はこの他にも、アラブとアフリカの統合推進、対立する「アラブ系」と非アラブ人の融和、包括的な国家開発の促進などを掲げている。しかし党の最も重要な使命は国政へのシャリーアの導入など、スーダンのイスラーム化であり、世俗主義者や南部の非アラブ系のアニミストやキリスト教徒の反感を買いスーダン内戦の原因となっている。「アラブ系中心主義」がダルフール紛争の要因であるとされるが、弾圧の対象には「アラブ系」のベジャ会議なども含まれ、また黒人勢力間でも分断工作を行い内戦を複雑化させている。強硬な政治運営が内外から白眼視されている。そのため近年、急激なイスラーム化は控えつつある。
