Mikhail Kedrov (1878 – 1941) was a Soviet communist politician. He joined the Russian Social Democratic Labour Party in 1901, and sided with the Bolsheviks when the party was divided. After the October Revolution, he became member of the Collegium of the People's Commissariat for War, and Military Commissar for Demobilisation. In May 1918 he was sent to the North to organise defence. In March 1919 he became a member of the Collegium of the All-Russia Extraordinary Commission.

In 1920, Kedrov was named as chief of the dreaded 'Special Section' of the Cheka. Its full name was the Special Department of the All-Russian Extraordinary Commission for Combat of Counter-Revolution and Sabotage. A forerunner of later Soviet political and military foreign intelligence agencies, the primary tasks of the Special Section was to collect human intelligence outside Bolshevik-controlled territories by gathering political and military information behind enemy lines, as well as to expose, neutralize, and eliminate (via firing squad) 'counter-revolutionary elements' in the Red Army.
