He was born in Hereford, UK. He attended Wycliffe College (Gloucestershire) and the Guildhall School of Music. From 1962-1972, Osborne belonged to the Mike Westbrook band. During this period the artist also did other work with musicians such as Michael Gibbs, Mike Cooper, Stan Tracey, Kenny Wheeler, Humphrey Lyttelton, Alan Skidmore and John Surman. During 1974-75 Osborne was part of the saxophone trio S.O.S. with John Surman and Alan Skidmore. They recorded an LP plus BBC radio and television sessions and toured extensively in much of Europe. Illness prevented him working from 1982. He died of lung cancer on 19 September 2007

Daneben arbeitete er mit Alan Skidmore und John Surman im Saxophontrio S.O.S. Mitte der 1970er trat er weiterhin mit Stan Tracey auf, im Duo und auch in größeren Besetzungen. Ferner arbeitete er mit Michael Gibbs, Kenny Wheeler, Humphrey Lyttelton, John Warren, Harry Beckett, Norma Winstone und Keith Tippett. Unter seinen Einspielungen ist Marcel’s Muse (1977) hervorzuheben. Zwischen 1969 und 1973 zeichnete der Melody Maker Osborne jährlich als besten Altsaxophonisten Großbritanniens aus. Gesundheitliche Probleme zwangen ihn 1982 zum Rückzug von der Jazzszene. Er starb an Lungenkrebs.
