As originally constituted, the metropolitan and non-metropolitan counties each consisted of multiple districts, had a county council and were also the counties for the purposes of Lieutenancies. Later changes in legislation during the 1980s and 1990s have allowed counties without county councils and 'unitary authority' counties of a single district. Counties for the purposes of Lieutenancies are now defined separately, based on the metropolitan and non-metropolitan counties. In 2009 there were further structural changes in some areas.

De même pour Bournemouth, Darlington, Derby, Leicester, Luton, Milton Keynes, Poole, Portsmouth, Rutland and Southampton à compter du 1 avril 1997, puis pour Blackpool, Blackburn with Darwen, Halton, Medway, Nottingham, Peterborough, Plymouth, Swindon, Stoke-on-Trent, Southend-on-Sea, Telford and Wrekin, Torbay, Thurrock and Warrington. D'autres modifications, par fusion ou scission, ont également lieu entre 1995 et 1998. Citons ici pour l'exemple le Hereford and Worcester scindé en deux (Hereford et Worcestershire) le 1 avril 1998. Depuis le 1 avril 1998, le découpage est resté inchangé sur l'ensemble de l'Angleterre. Le Grand Londres, listé parmi les 82, n'est pas un comté mais seulement une subdivision administrative. En Angleterre et au Pays de Galles, le terme shire county dans l'usage stricte signifie tout comté qui n'est pas comté métropolitain bien qu'il puisse signifier comté traditionel.   • In 1974 werd het hele lokale bestuur van Engeland gereorganiseerd en werden de Stedelijke en niet-stedelijke graafschappen van Engeland (Metropolitan and non-metropolitan counties of England) ingevoerd. Er werden veel nieuwe county's gevormd, en andere verdwenen. Een nieuwe categorie stedelijke graafschappen (metropolitan counties) werd gecreëerd voor de zes grote stedelijke gebieden buiten Londen. In 1990 werd het lokale bestuur weer hervormd. Er zijn sindsdien veel kleine unitary authorities (unitaire autoriteiten); in feite gemeenten met graafschapsstatus. Anno 2005 zijn er 81 bestuurlijke graafschappen. Daarvan zijn er 34 shire counties met elk één county council en meerdere district councils (gemeenteraden), 40 unitaire autoriteiten en zes metropolitan counties. Als uitzondering blijft Berkshire over, waar de county council is opgeheven en de districten unitaire autoriteiten zijn geworden, maar zonder graafschapsstatus. Tot slot is er nog Greater London.
