It was created in 1974, and is made up of the towns of Dudley (where the council has its headquarters), Stourbridge (again, another council administration hq), Halesowen, Brierley Hill, Amblecote, Sedgley and Coseley. For Eurostat purposes Dudley and Sandwell is a NUTS 3 region (code UKG34) and is one of five boroughs or unitary districts that comprise the "West Midlands" NUTS 2 region.

The present borough was created on 1 April 1974 under the Local Government Act 1972, by a merger of the old County Borough of Dudley, with the municipal boroughs of Halesowen and Stourbridge. At the same time becoming part of the metropolitan county of West Midlands. Before the introduction of the West Midlands Metropolitan county, the borough area was located in the counties of Worcestershire, Staffordshire and the former Shropshire exclave of Halesowen, which became part of Worcestershire in 1844. The borough borders the Metropolitan Borough of Sandwell to the east, the city of Birmingham to the south east, Bromsgrove District Council to the south in Worcestershire, South Staffordshire District Council to the west in Staffordshire and the city of Wolverhampton to the north. As Dudley borough is a metropolitan borough council, it is effectively an unitary authority, except for public transportation, fire and police services, which are jointly run by the seven metropolitan boroughs of the West Midlands county. The borough also jointly owns Birmingham Airport along with the other metropolitan boroughs. The council has 72 councillors, representing 24 wards. Following the 2008 local elections there were 43 Conservative councillors, 26 Labour councillors, 2 Liberal Democrat councillors, and one UK Independence Party councillor. In May 2009 there was condemnation when local councillors voted themselves a 25% increase in their expenses/allowances, whilst making cuts in public services. The council has refused to release the names of those councillors who voted for the increase, in defiance of Freedom of Information requests. Although it is council policy to charge fees on council car parks, councillors are provied with free parking at council facilities. Although the council scrapped subsidies for old age pensioners meals on wheels in 2009, as of 2011 councillors still enjoy free meals at council meetings. In 2011, the council announced £150,000 worth of closures of public toilet facilities in the borough. Members of the public are expected to use pub/supermarket facilities. Councillors will still be provided with toilet facilities during meetings however. The Merry Hill Shopping Centre is situated in the borough. The borough includes a number of historic sites such as Dudley Castle, The Leasowes and Himley Hall as well as tourist attractions such as Dudley Zoo, the Black Country Living Museum, Dudley Canal Tunnel and limestone mines, and the Red House Glass Cone. Unemployment in the borough stood at 5.1% as of May 2010, below the national average, though before the recession which began in 2008 it was considerably lower.
