She was the first Republican woman elected to Congress from Maryland. She was born in Birmingham, Alabama, and attended Jacksonville Junior College. In 1940–1941 she attended the University of Florida College of Law, and was admitted to the Florida bar in 1949, and the Maryland bar in 1962 and commenced practice in Anne Arundel County, Maryland In 1972, Holt was elected as a Republican to Congress, and served from January 3, 1973, to January 3, 1987. She was not a candidate for reelection in 1986, and resumed the practice of law in Baltimore. She was nominated by President Ronald Reagan as a member, General Advisory Committee on Arms Control and Disarmament. She is a resident of Severna Park, Maryland. Holt was a strong proponent of American sovereignty and refused to sign a Declaration of Interdependence that 32 Senators and 92 Representatives signed in 1975, written by historian Henry Steele Commager. The Declaration states: "we must join with others to bring forth a new world order . . . Narrow notions of national sovereignty must not be permitted to curtail that obligation. " She stated that the document: ". . . calls for the surrender of our national sovereignty to international organizations. It declares that our economy should be regulated by international authorities. It proposes that we enter a 'new world order' that would redistribute the wealth created by the American people."
