He served as a Lieutenant in the United States Navy during World War II. He served on the faculty of New York University Law School from 1947 until 1950. He was a member of the New York State Assembly from 1950 until 1956. He was elected to Congress in 1956 and served from January 3, 1957 until January 3, 1961.
