Louis-Charles Foucher was a notary, lawyer, judge and political figure in Lower Canada. He was born at Rivière-des-Prairies in Montreal in 1760 and studied at the Collège Saint-Raphaël. He qualified to practice as a notary in 1784; he was admitted to the bar in 1789 and set up practice in law at Montreal. In 1787, he had married Marie-Élizabeth, daughter of Pierre Foretier. Foucher was named solicitor general for Lower Canada in 1795.

In 1800, he was defeated again in Effingham but elected in York. He was elected in Trois-Rivières in 1804. In 1803, Foucher was appointed judge in the provincial court for Trois-Rivières district and, in 1812, he was named to the Court of King's Bench at Montreal. He also served in the local militia, becoming lieutenant-colonel in 1812. He died at Montreal in 1829. His daughter Marie-Léocadie married her cousin Hugues Heney who served in the legislative assembly.
